Practicing attorney at law for the last 40 years (EU countries, South America, and off counsel at US). Law Doctorate for University Complutense Madrid, and full professor at UCM-School for Civil Law, and some other public and private Law school. Has developed public and international law skills and practice by service to Spanish Council of State (lawyer since 1985 and Major Lawyer since 2006). Practice area include European and International Law and litigation as well as lobbying and has been participating on EU and national banking law drafting since 2004. Has been assistant/guest teacher for International Private Law-INEJ (National Institute for Legal Studies) at CSIC (High Council on Science Investigation). Presently retired from public service, participates at some UNASUR working groups. Incorporated for foreign legal affairs to IUSFINDER Madrid law office. Author of several legal books and specialized papers (at legal studies journals).

Has been off counsel advisor/secretary at Board, for different banking entities such as ancient Pierson, Heldring & Pierson (later AMRO), Paribas France & Suisse, and Banco Inversion. Advisor for foreign business investments since 1990; western legal practitioner at Soviet Union later Russia through “perestroika” advisory Hersant group.
